(Washington, DC)  —  Police have identified the man killed when someone opened fire Saturday near DC’s Caribbean Festival Parade.  Forty-three-year-old Robert Foster, of the District, died at the hospital.  Three others were being treated for gunshot wounds.  Police are not confirming reports the violence may have been gang-related, but investigators also believe it had nothing to do with the festival.  Detectives found shell casings and a gun at Gresham Place and Georgia Avenue in Northwest.
