A Jefferson County, Kentucky judge demanded on Friday to know “what the hell is going on,” when an inmate appeared not to be wearing pants in her courtroom, WDRB-TV reported.

The woman was wearing athletic shorts that were hidden under a long shirt — the clothes she’d worn for days since her arrest. She was transported from jail to Judge Amber Wolf’s courtroom on the charge of failing to complete a program for a 2014 shoplifting incident.

A courtroom video shows the defense attorney telling the judge that jail officials “refused to give her pants and any kind of hygiene products that she needed.”

The attorney also stated that inmates were denied showers, WDRB-TV reported.

In the video, the outraged and shocked judge said, “Excuse me? This is outrageous. Is this for real?”

Wolf picked up her cell phone and called the corrections director, demanding to know why the defendant had “no pants on.”

A corrections spokesman told the news station that the defendant had not been issued a jumpsuit because of procedure.

“This is pretty standard that when individuals are arrested, they remain in the clothing that they’ve been arrested in,” he told WDRB-TV. “Especially for the first 72 hours.”

According to the news outlet, the woman told Wolf that several other women were sitting in jail without uniforms. She speculated that jail officials might be “picking or choosing” which inmates get jumpsuits.

Eventually, someone from the jail brought proper clothing for the defendant.

The judge apologized: “This is not normal. I’ve never seen it happen. … This is completely inhumane and unacceptable. I’m sorry you had to go through this.”

Wolf ordered the woman to pay a $100 fine and released her from jail, commenting that she should not have been in custody for more than a day.

Meanwhile, corrections officials told the news outlet that the department is investigating the accusations that female inmates are not receiving hygiene products.
