The District of Columbia has discreetly engaged a consultant through a sole-source contract to begin laying the groundwork for a potential new stadium for the Washington Commanders, according to Ben Peters of the Washington Business Journal. The Office of the Deputy Mayor for Planning and Economic Development approved a $565,000 contract with SMG Holdings, an affiliate of ASM Global, in June.

ASM Global’s role includes drafting preliminary site plans for the RFK Stadium campus, identifying major revenue sources and operating expenses for the potential NFL tenant, summarizing existing NFL stadium lease agreements to establish a baseline for a new RFK stadium deal, and evaluating possible local and regional funding sources that could be available to the District for stadium development and construction.

This contract marks the most focused effort to date to bring the Commanders back to D.C. According to the contract documents, ASM Global’s work aims to assess the feasibility of redeveloping the RFK site and explore the potential relocation of the Washington Commanders to this stadium location. The contract language also hints that D.C. Mayor Muriel Bowser’s administration is open to considering at least partial funding for stadium construction.

However, this initiative faces a significant hurdle: the District currently lacks control over the RFK campus. A bill now before the Senate seeks to address this issue, which looms over D.C.’s ambitions to develop a new NFL stadium. This situation unfolds as the D.C. Council remains hesitant to commit to public financing for a new venue, a stance it has maintained since funding Nationals Park nearly 20 years ago. The city has also recently pledged over $500 million for renovations to Capital One Arena.
