(St. Mary’s, MD)  —  Maryland Governor Martin O’Malley is set to give his annual State of the State address today at noon in Annapolis.  St. Mary’s College political scientist Todd Eberly expects O’Malley to talk about the way the state has endured better than many others through a slumping economy, and offer an optimistic vision of the future.  The single biggest issue in Annapolis is the state’s upcoming budget, with lawmakers required to fill a budget gap of more than one-billion dollars.  Eberly thinks O’Malley will again hint that while he himself won’t propose any tax increases, he’s open to proposals from the legislature.  Otherwise, he says to expect a speech that’s built more on vision than substance.
